experts/advisors, who have worked together in a variety of activities
over the
past decade:
Jane Armstrong, Ph.D
For the past 20 years, Dr. Armstrong has
provided collaborative leadership in cross-disciplinary program development
efforts addressing strategic state and national technology issues, including
enhanced awareness of and needed links between technology industry workforce
needs and higher education instructional systems. Building upon leadership
positions in university human resources, Armstrong has regularly been involved
in roles fostering society's transition to an information age offering flexible
work environments and electronic learning:

As Visiting Assistant Professor, Department of Educational Administration and
Human Resource Development, Texas A&M University, most of the graduate courses
which Dr. Armstrong taught were simultaneous, interactive videoconference
delivery to multiple remote sites and/or web-assisted courses. Recent
courses included Strategic Planning in HRD, Program Evaluation: Applications
for 21st Century HRD, Procurement & Management of Contracts & Grants,
Communications in HRD, and Training Task Analysis.
A native Texan, Dr. Armstrong received baccalaureate and masters degrees at
Texas Tech University and a doctoral degree in higher educational administration
from Texas A&M University.

Juan Jose Gonzalez
Juan Jose Gonzalez holds a BS in Industrial and Systems Engineering
from
the Monterrey Institute of Technology, graduate studies in Strategic
Planning at
Harvard University, completed the Entrepreneurial Program sponsored by
the Foundation for Entrepreneurial Excellence, and is currently at the
last stage of completing his MBA at the Mays Business School at Texas
A&M
University.
Prior to his MBA studies, he worked at CEMEX, second largest cement
manufacturer in the world, managing the implementation of IT tools to
align all operational activities with CEMEX global strategies. In
1997, he
joined Pulsar International Ventures were I was strongly involved in
the
launch of Dextra Technologies, an IT consulting firm, in Silicon
Valley. To his
benefit, he has enjoyed great business experiences while supporting
various
early-stage companies in Mexico and Silicon Valley.
Additionally, Mr. Gonzalez has been strongly involved in other
ventures such as
Merkafon, a 2000 seat telemarketing company located in Mexico and DFW,
and Encanto Networks, an ASP in Silicon Valley. Juan Jose Gonzalez
brings
strong experience and insights to LPRO in managing complex projects
under multiple
technology scenarios.
Jose M. Quintana
Career Summary
A Texas A&M University graduate, Mr. Quintana received a BS in
Computer Science with a minor in Mathematics and Statistics in 1986.
Mr. Quintana is currently serving as Chief Technology Officer of
Westcar Consulting Group, Inc. (a company that he co-founded in 1998 -
www.westcar.com). Westcar develops custom Enterprise and
Organizational Development Solutions for Fortune 500 companies like
Nokia, Novartis, Sun Microsystems, Verizon, and Nortel, to name a few.
As Westcar’s CTO, Mr. Quintana has been responsible for architecting
all major organizational development solutions delivered to Westcar’s
corporate customers including multi-source feedback and assessment,
personal development, leadership development, and executive
performance tracking systems.

Natalie Smith
Natalie Smith is the Assistant
Director of Employer Relations at the Texas A&M University Career
Center. She has worked with students and employers during all stages
of the job search and employment process. Smith is also a Certified
Training Professional, receiving the certification from chapters of
the American Society of Training and Development, the International
Society for Performance and Instruction, and the Texas A&M University
Department of Educational Human Resource Development. Smith has a
B.S. in Speech Communication from Texas A&M University and a M.S. in
Educational Human Resource Development from Texas A&M University.
Workforce and
Career Related Initiatives:
Texas A&M
University Career Center, 2001–Present.
Responsible for
the management of the interview scheduling process, which includes
working with staff, students, and employers to facilitate the
process. In addition, Smith educates and advises students on all
aspects of the job search process from establishing a career path to
building a resume and developing interviewing skills. She also
teaches a Career Awareness class to primarily freshmen and sophomores
who are trying to decide on a course of study and a career path to
pursue. As part of her graduate studies, Smith developed an
instructional design project for the Career Center, the purpose being
to lead students through the on-line orientation, registration, and
interview sign-up process.
Texas Agricultural
Extension Service, Strengthening Youth and Families Through
Entrepreneurial Enterprise Development (T-TEEMS Grant), 2000–2001.
Smith
served as the Evaluation Assistant on this state-strengthening grant,
which had the purpose of supporting and sustaining community-based
projects for children, youth, and families at risk in three targeted
communities. In this capacity, she assisted Dr. Walter Stenning as
they evaluated the grant on a monthly, quarterly, and yearly basis.
Smith also developed an evaluation plan for all of the counties to
utilize in order to assess and analyze each event that was conducted
for the project.
Walter Stenning, Ph.D.
Dr. Stenning has been
involved in the conceptualization, design, development, and evaluation
of training programs in multiple settings for 40 years. He has
consulted with multiple agencies both in the United States and
Internationally in the areas of training, design, and development. He
is currently serving as Professor of Human Resource Development in the
Department of Educational Human Resource Development at Texas A&M
University. Dr. Stenning has former students in professional positions
throughout the United States and through multiple countries in the
world. A great majority of his former students are involved in
various aspects of workforce development.

Professor of Human Resource Development, 1991-Present.
While at Texas A&M University, Dr. Stenning has designed numerous
graduate courses in the areas of research, statistics, design,
training, and evaluation. He has, over the last 10 years, managed
approximately $700,000 of externally funded research. A great
majority of this research was in developing or evaluating workforce
training programs in the United States. Further, he has carried out a
series of study programs, taking students to England, Scotland,
Ireland, Australia, and New Zealand to review governmental training
programs from a cross-cultural perspective.
Texas A&M University,
Professor of Curriculum Instruction and Educational Psychology,
1972–1992.
Dr. Stenning had a dual appointment in these departments, where he
designed and taught courses similar to those in Human Resource
Development. He was awarded Outstanding Teacher in 1987. Further,
from 1985-1986, he was a managing team leader for the United States
Information Agency as a Senior Fulbright Scholar in the African
country of Malwi. During his time there, he worked with government
and non-government agencies to restructure aspects of their education
structure to make the college graduates more competitive within the
evolving economy of a newly independent country. He has worked on
similar activities in other countries, including the Dominican
Republic and Mexico.
Consulting, 1972 –
Present.
Dr. Stenning consults on a regular basis with private
and government agencies in developing training programs for diverse
populations. He has been under contract to the following federal
agencies: United States Department of Education, United States Justice
Department, United States Marshal Service, United States Secret
Service, and United States Immigration and Naturalization Service.
Further, he consults with numerous state and local agencies. He has
designed competencies for law enforcement agencies for entry level
patrol officers and competencies for jailers into the corrections
field.
